Douglas Soutter is an environmental project manager and geologist with over 25 years of experience in the investigation and remediation of environmental sites. He specializes in large non-routine projects such as refineries, steel mills, chemical plants, and nuclear plants. Mr. Soutter’s duties include the scoping of the activities, design of hydrogeologic investigations, interpretation of hydrogeologic and chemistry data, determination of contaminant fate and transport, design and evaluation of remedial alternatives, and agency negotiations. These projects have included commonly encountered environmental contaminants such as asbestos, chlorinated solvents, petroleum, coal derivatives, heavy metals, asbestos, pesticides, radionuclides, and PCBs.



Carbon Dioxide Efflux from Refinery Surface Impoundments

A Feasibility Study at an abandoned refinery in southern Oklahoma identified technical and community concerns with active remediation of hydrocarbon-impacted surface impoundment sediments. An evaluation of Natural Source Zone Depletion (NSZD) processes was performed to support an assessment of NSZD as part of an interim remedy. The evaluation included a dynamic closed chamber (DCC) soil gas exchange system survey was conducted at the impoundments to evaluate the natural degradation rate of hydrocarbons contained in the impoundment sediments. The design and results of the efflux survey will be discussed along with the benefits and limitations of the DCC technology.
